About Us

Mike Packer is a longtime resident of SE Minnesota and a classic car enthusiast who loves to ride motorcycles and snowmobiles, hunt and fish, and enjoys boat driving with his kids. With many years of experience as a business owner, Mike has proven that he has the ability to run a successful business with employees that feel supported and valued, serving customers that feel satisfied with their service. After spending many years in the automobile industry, Mike has set out to follow his dream of opening a neighborhood bar and grill where he could create the perfect space for people to eat, drink, and socialize.

Bonnie “Billie” Billington Packer grew up on 50th Avenue SE on a hobby farm with horses and was active in the Rochester Water Shows with her family. She also rides a motorcycle, enjoys hunting, and is passionate about helping others succeed. Billie has 10 years of experience in the restaurant industry as a bartender and server, and an additional 10 years of leadership experience. Though she is currently Branch Manager of Affinity Plus Federal Credit Union in Rochester, she shares Mike’s dream of creating a space for her fellow Minnesotans to kick back and relax.

Together, they plan to make The BlackTop Bar and Grill the place to be for a night out with friends or your favorite spot after a long day at work. As down-to-earth people who love helping and serving others, Billie and Mike plan on bringing you a no-fuss, easy-going neighborhood bar and grill with great drinks, delicious food, and an even better ambiance. They’ll bring back everything you loved about your local bar, grill, and event center and add a few new touches as well.
